Columbia and Snake river salmon and steelhead runs are at a breaking point. Southern Resident orcas are struggling to find enough Chinook salmon to survive, and Tribal Nations continue to face ongoing violations of their treaty-reserved fishing rights.

The Resilient Columbia Basin Agreement – abandoned by the Trump Administration in 2025 – was a federal commitment to restore these vital fish runs in partnership with Tribes and states. Without it, these groups have no choice but to return to court to defend the fish from lethal dams. 

Governor Bob Ferguson’s decision for Washington state to support this decision affirms that the state stands with Tribal Nations, respects science, and will not accept inaction that puts salmon, orcas, and Northwest communities at risk. 

Governor Ferguson has also called for state funding to complete key energy and recreation studies so that Washington can recover salmon and orca populations while continuing to provide cleaner energy, grain transportation, irrigation, and other services should the lower Snake River dams be breached.
